Main Objectives of the Internal Affairs Unit

  1. Preventing corruption in the institution and fostering a culture of integrity.
  2. Ensuring transparency and accountability in all activities of the institution, and ensuring public access to institutional practices and decisions.
  3. Promoting ethical governance within the institution.
  4. Developing a secure and accessible system that encourages the reporting of misconduct, protects whistleblowers and maintains confidentiality.
  5. Supporting legal enforcement in collaboration with law enforcement agencies and the Commission to Investigate Allegations of Bribery or Corruption (CIABOC).

Responsibilities and Functions of the Internal Affairs Unit

  1. Reviewing current procedures and circulars to identify systemic bottlenecks in the institution, and simplifying them to improve operational efficiency.
  2. Conducting a Corruption Risk Assessment (CRA) to identify areas of the institution vulnerable to corruption and unethical behaviour, and taking targeted preventive measures.
  3. Developing and implementing an Institutional Integrity Action Plan setting out specific anti-corruption objectives and strategies tailored to the institution's needs.
  4. Aligning institutional policies and practices with the National Anti-Corruption Action Plan to ensure full compliance with national anti-corruption targets.
  5. Conducting regular compliance reviews to assess the institution's compliance with national and international anti-corruption laws, including the Anti-Corruption Act No. 9 of 2023.
  6. Ensuring compliance with asset declaration requirements for all public officers and employees.
  7. Establishing a secure system to receive and manage complaints relating to corruption and unethical behaviour in the institution.
  8. Developing and publishing a Citizens' Charter setting out the services provided by the institution.
  9. Establishing policies that promote ethical governance, including a standardised code of conduct to be followed by public officers.
  10. Implementing measures, including training and awareness-raising, to motivate employees to commit to anti-corruption principles.
  11. Acting as the institutional focal point for the National Anti-Corruption Integrity Assessment.
  12. Maintaining liaison with CIABOC.
  13. Producing quarterly and annual reports summarising the IAU's activities, progress of anti-corruption initiatives, challenges faced and recommendations for further action.
  14. Working collaboratively with private sector stakeholders to plan and implement integrity development programmes.
